Employee of the Year 2010

Officer Darin S. Gilbert:

It is with great pleasure to award you the distinction as the 2009 Employee of the Year for the Farmington Police Department.  This annual award is given to any full-time employee who stands well above other employees in the performance of their job and who contributes immensely to the mission of the Farmington Police Department.

During this last year, you took on several additional responsibilities in addition to your regular duties.  These included managing a Holiday Enforcement grant from the Bureau of Highway Safety, setting up and running the physical agility test for the officers in the department and training four new patrolmen as the Patrol Training Officer along with Sgt. Cote.

As a senior patrolman in the department, it is clear that you are willing to take on a leadership role.  This is essential in a small department as ours.  It gives the younger, less tenured officers more options to ask questions and to seek guidance.  It is an important function of a senior officer to take on additional responsibilities, but none more important than to assist less experienced officers getting started in a difficult career with the right information, attitude and direction.

For the reasons mentioned above, you have stood out and are the Farmington Police Department's "2009 Employee of the Year".

Employee of the Year 2009

January 29, 2009

Detective Marc Bowering:

It is with great pleasure that I give you the distinction as the 2008 Employee of the Year for the Farmington Police Department.  This annual award is given to any full-time employee who stands well above other employees in the performance of their job and who contributes immensely to the mission of the Farmington Police Department.

During 2008, you solved numerous crimes that occurred in Farmington and the surrounding communities.  These included twenty burglaries and thirteen forgeries committed by two people, ten felony theft cases of which a majority were employee thefts committed against their employers, and the arrest and conviction of the person who committed armed robbery at the in-town TD Banknorth bank.

You also planned and scheduled two national recognized training sessions that were held at the Farmington Police Department.  These training sessions were attended by officers from across the country.  By hosting these expensive training sessions, the Farmington Police Department received free seats in the training that were attended by Farmington officers.

You work tirelessly and without any complaint on any task assigned to you.  You conduct "Public Service" trainings to various businesses and groups throughout the year.  You are a credit to our department and for those reasons, you are recognized as the Farmington Police Department's "2008 Employee of the Year".

Spring 2011

Marc Bowering:

            It is my pleasure to announce that you have been selected as the Farmington Police Department Employee of the Quarter for the Spring of 2011.

On December 21, 2010 the Big Apple Store on the Farmington Falls Rd. was robbed by a masked male who threatened the clerk with a baseball bat.  Between January and March of 2011 you relentlessly investigated this incident which resulted in an arrest warrant for the accomplice, a 27 year old female from Strong, and a grand jury indictment for the perpetrator, a 25 year old male from Strong. 

            As the Detective of the Farmington Police Department you are a valuable resource to the community and local law enforcement agencies with your in depth knowledge of criminal investigations, current and emerging drug trends, and interview techniques.  Your unselfish dedication to your chosen law enforcement profession, willingness to work in harmony with others, and sharing your knowledge and skills while providing a leadership role for others to follow helps the Farmington Police Department meet its mission “To create a feeling of safety for the people within the Town of Farmington”.

January 27, 2011

Fall 2010

Brian A. Ross:

It is my pleasure to announce that you have been selected as the Farmington Police Department Employee of the Quarter for the Fall of 2010.

Between September and December of 2010 you have investigated six (6) marijuana trafficking cases, eight (8) prescription drug diversion cases, one (1) cocaine trafficking case, one (1) methamphetamine possession case, and made ten (10) arrests while assigned to the Maine Drug Enforcement Agency.

Working collaboratively with several agencies you successfully investigated the cultivation and trafficking of marijuana by a father-and-son enterprise in Phillips resulting in the seizure of several hundred live and harvested marijuana plants and the arrest of both men. This marijuana was secured in a storage building in Farmington overnight while awaiting transport to a State warehouse. During that night the storage building was broken into and a substantial number of the plants were stolen. Again working collaboratively with several agencies the suspects were identified, search and arrest warrants were obtained leading to the recovery of some of the stolen marijuana and the arrest of two (2) suspects.

As a resident MDEA agent you’re a valuable resource to the community and local law enforcement agencies with your knowledge of current and emerging drug trends, drug identification and chemical field testing, and drafting affidavits for search warrants followed by the orderly collection and preservation of evidence. Your unselfish dedication to your chosen law enforcement profession, willingness to work in harmony with others, and sharing your knowledge and skills while providing a leadership role for others to follow helps the Farmington Police Department meet its mission "To create a feeling of safety for the people within the Town of Farmington".

Employee of the Quarter

Fall 2009

Officer William S. Tanner IV,

     It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Fall of 2009. 

      During this quarter you attended the 18 week Basic Law Enforcement Training Program at the Maine Criminal Justice Academy. During your attendance, you were selected by your class mates as President of your class.  You also received three class awards.

      Your leadership abilities were recognized by your class mates and they voted you as their class president.  As class president, you made decisions for your class.  This position also made you responsible for all your classmates while at the academy.  At the graduation ceremony, you gave an excellent class speech.

      While at the academy, you earned 3 class awards. The first was the Professionalism Award.  The second was the Firearms Proficiency Award.  The third was the Physical Fitness Proficiency Award.  All three were earned as the result of hard work.
     
      These achievements speak highly of your character and the character of the officers of the Farmington Police Department.
These character traits  assist us in meeting the goal of our mission statement of “To create a feeling of safety for people within the Town of Farmington”.

Summer 2009

Sgt. Peter Barton:

     It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Summer of 2009. 

       During this quarter and throughout the last year, you have renewed your traffic enforcement efforts while continuing to meet your regular demands as an evening supervisor.

       This increase in traffic enforcement has not gone unnoticed by the officers and supervisors of the Farmington Police Department.  As you know, one of the goals of the Farmington Police Department is to reduce traffic crashes.  One proven way to reduce crashes is by a high level of traffic law enforcement.  Traffic enforcement also reduces criminal activity.

       Your traffic enforcement has contributed to meeting our mission statement of “To create a feeling of safety for people within the Town of Farmington”.

Winter 2009

Bonnie Pomeroy:

     It is my pleasure to announce that you are one of two employees selected as the Farmington Police Department Employee of the Quarter for the Winter of 2009. 

      This winter, the Farmington Police Department decided to participate in the Relay for Life, which is a fundraiser for the American Cancer Society.  Many local organizations participate in this fundraiser that culminates June 5th and 6th at the Mt. Blue High School.

       All employees of the Farmington Police Department have volunteered their time to participate in this event at one level or another.  However, you took a lead role in this project by volunteering to be the fundraising coordinator, scribe and treasurer. These functions are important for the police department’s “Blue Heat” team to be successful.

       All police departments participate in community functions at some level.  This is one of several ways the Farmington Police Department performs community policing by participating in community functions in addition to providing traditional law enforcement tasks.

       Your work on the Relay for Life has contributed immensely to the “Blue Heat” team success.  This community policing effort helps the Farmington Police Department meet its’ mission “To create a feeling of safety for people within the Town of Farmington”.

Fall 2008

 

Officer Matthew Brann:

 

It is my pleasure to announce that you are the officer selected as the Farmington Police Department Employee of the Quarter for the Fall of 2008.

 

In December, you responded to a 911 call from a wife whose husband was in severe medical distress.  Your prompt response and control of a stressful situation was duly noted by the wife.

 

Your support and guidance assisted this family in their time of need.  It was recognized that you did a quick check to make sure the home was secure and inquired about their pet being left alone.  You made sure the wife had everything she needed including her cell phone and purse.  You also offered to call anyone for them.

 

The wife noted that you "never wavered from his professional conduct yet was always compassionate and understanding".  Your conduct in this case clearly contributes to the Farmington Police Department's mission of "Creating a feeling of safety for people within the Town of Farmington".

    Spring 2008

Bridgette L. Gilbert:

     It is my pleasure to announce that you are the officer selected as the Farmington Police Department Employee of the Quarter for the Spring of 2008. 

     During this quarter you investigated several burglaries that occurred at the Mt. Blue High School at the close of the school year.

      Your investigation resulted in several adults and juveniles being charged with the crimes that included the theft and destruction of the school mascot which was a wooden cougar.  The investigation included many interviews and getting a search warrant.  You also worked closely with the staff at the high school which contributed to the success of the investigation.

     The resolution of these cases contributed to the Farmington Police Department’s mission of “Creating a feeling of safety for people within the Town of Farmington” which includes our schools' students and staff.

    Winter 2008

Darin S. Gilbert

     It is my pleasure to announce that you are one of three officers selected as the Farmington Police Department Employee of the Quarter for the Winter of 2008. 

     During this quarter you received a call of two juvenile boys attempting to start a fire in a building in our business district.  Thanks to two alert citizens and some luck, the fire didn’t spread.

      Through your investigative efforts, you identified the suspects and learned this was the first of two fires these boys had attempted in our business district.  The boys have been referred to the juvenile justice system.  Hopefully, they will get the help they need.  The devastation that a fire in our downtown could have caused would be astronomical in property damage, economic loss and worse if a life was lost.

      Your investigation potentially prevented a catastrophe and contributed to the Farmington Police Department’s mission of “Creating a feeling of safety for people within the Town of Farmington”.

Edward H. Hastings IV:

     It is my pleasure to announce that you are one of three officers selected as the Farmington Police Department Employee of the Quarter for the Winter of 2008. 

     During this quarter you investigated a domestic violence incident.  This investigation took perseverance as the victim was not forthcoming with information.  Most of the facts were first learned through third hand information.

     Your persistence developed a prosecutable case of domestic violence where the suspect allegedly shot the victim in the face with a pellet gun which caused substantial injury to the victim. Hopefully, this intervention will save this victim from further abuse from this particular suspect.

     As we all know from the statistics, domestic violence, if not interrupted by some intervention (arrest), can escalate to the point where the victim can suffer severe injuries or become a homicide victim.

     Your investigation and arrest in this case contributes to the Farmington Police Department’s mission of “Creating a feeling of safety for people within the Town of Farmington”.

     During this quarter you investigated a bank robbery that occurred in December of 2007.  This investigation led to the arrest and indictment of a suspect in this case.

      The investigation took you to various locations in the state to interview numerous potential witnesses.  As is often the case, these witnesses were not forthcoming with the knowledge they had pertaining to the bank robbery.

      Your persistence and investigative skills allowed you to gather the information and facts to bring this case to a conclusion with an arrest and a subsequent indictment of the suspect.

     The arrest in this case contributed to the Farmington Police Department’s mission of “Creating a feeling of safety for people within the Town of Farmington”.

Darin S. Gilbert,

 

It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Fall of 2007.

 

During this quarter, your vigilance while on patrol and your leadership as a Field Training Officer have led to your selection as employee of the quarter.

 

This fall we had a UMF student that was viciously attacked on a Farmington street in a strong arm robbery attempt.  From the witness descriptions of a vehicle that was involved, you recognized it as a vehicle that you had dealt with while on patrol in the same area.  You passed this information on to Detective Bowering.  It turned out to be the key piece of information that led to the identification and arrest of the assailant.

 

Also, during this time, you were field training officer for one of Farmington's new police officers.  You led this officer through Farmington Police Department's field training program where the officer learns the basic requirements expected of an officer that serves the Town of Farmington.

 

Both of these actions contribute in their own way to the Farmington Police Department's mission of "Creating a feeling of safety for people within the Town of Farmington".

     It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Summer of 2007.  Your work as the office manager and your attention to details, has assisted the officers in the department with their duties.  In one case, your attention to details assisted an officer in solving a hit and run motor vehicle crash.  This case may not have been solved without your input.

     In complaints that need minimal involvement of a police officer, such as lost or found items, you complete the necessary paperwork for the officers, freeing their time to be involved in other police work.

     This team effort assists the Farmington Police Department in meeting it's mission of "Creating a Feeling of Safety for People within the Town of Farmington".

Dear Sgt. Shane Cote -

      It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Winter of 2007.  During this time you were the supervisor on duty at a snowmobile crash that involved some of our officers.  You also were instrumental in mentoring several officers during this period.
      In February, you were the on-duty supervisor when a tragic traffic crash occurred on the Wilton Road.  Upon arrival, you learned that one of Farmington’s police officers were involved and his fiance’ was critically injured.  You utilized your supervisor skills to assist at the scene and, to avoid conflict of interest, transferred the investigation to an outside agency. You continued to assist to make
sure any needs were met. During the winter months you mentored officers to assist them in their profession.  Mentoring is an integral part of supervising in today’s policing.
     Your leadership skills, as demonstrated in the above stated examples, contributes to the Farmington Police Department maintaining a feeling of safety for
people in Farmington

Detective Marc R. Bowering -
     It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Spring of 2007. 
     During this time you apprehended two juveniles in the act of committing a burglary and assisted Wilton Police Department with an investigation that solved
several burglaries in multiple surrounding towns.  You also mentored a new Wilton Police Officer who was from out of state.   
      While working an overnight patrol shift, you apprehended two juveniles in the act of burglarizing a local business.  Within a week, Wilton Police apprehended a subject with stolen property that was connected with the burglary where you apprehended the juveniles. You assisted Wilton Police with interviews in this case that solved multiple burglaries for several jurisdictions.  Your diligence on the night shift contributed to this.
      In May you mentored a new police officer from Wilton who had his police training from out of state. You covered Maine subjects in policing so that this
officer could get his State of Maine Law Enforcement certification. 
     Your diligence, investigative skills and inter agency cooperation contributed to the Farmington Police Department maintaining a feeling of safety for people not only in Farmington but in Wilton and other surrounding communities.

Fall 2006

Brian A. Ross -

      It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Fall of 2006. During this time you handled and investigated three violent crimes while maintaining a high level of traffic enforcement. 

     You investigated two complaints where people were threatened with a knife. One was at a local bar where an intoxicated patron threatened people with a knife. The man was arrested without anyone being hurt. The second knife incident involved a young man who was in mental crisis. When you attempted to assist the man and his mother, he came at you with a hunting knife. You took defensive actions that protected yourself and others. The man was later apprehended and no one was hurt in what could have turned into a deadly force situation. 

     In the third case, you investigated a sexual assault that took place in our town. Through the criminal investigation, you were able to make a case and arrested the perpetrator for this heinous crime. 

     Your work on these cases, plus your traffic enforcement efforts, contributed to the Farmington Police Department maintaining a feeling of safety for people in Farmington

Summer 2006

Bridgette L. Dellarma -

      It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Summer of 2006.  In September, you received information about “gang activity” that was supposed to occur at the Franklin County Fair.

       Your intelligence gathering and the Farmington Police Department’s investigation into this information prevented a potential dangerous event from occurring.  All rumored participants were interviewed and suspected major “players” were banned from the fairgrounds.

       This purported “gang activity” is a form of domestic terrorism that, like international terrorism, is prevented by officers in our communities communicating with the public.  The public are the eyes and ears of law enforcement that together can prevent criminal acts and solve crimes that do occur.

       Your trusted work with the public precipitated you receiving this key information that allowed the Farmington Police Department to maintain a feeling of safety for people in Farmington.

Spring 2006

Officer Bridgette L. Dellarma -

It is my pleasure to announce that you have been selected the Farmington Police Department Employee of the Quarter for the Spring of 2006.  Your work on applying for and receiving a Bureau of Highway Safety grant is the reason for your selection.

 

In 1997, the Farmington Police Department received a grant to produce “Cop Cards” that included a Highway Safety message.  They were a huge success with the public, especially children but with some adults as well.

     

This spring another grant for “Cop Cards” became available. You took the initiative to apply for this grant and were successful in receiving it.  You have worked hard to coordinate all the aspects needed to produce the “Cop Cards”.  We are anxiously waiting for the cards to be produced so that we can make them available to the public.

 

This is another example of the Farmington Police working to open communication “doors” with the public and by opening these “doors”, making Farmington a safer place.

Officer of the Year

January 11, 2008

 

Lt. Jack Peck

 

It is with great pleasure that I give you the distinction as the 2007 Employee of the Year for the Farmington Police Department.  This annual award is given to any full-time employee who stands well above other employees in the performance of their job and who contributes immensely to the mission of the Farmington Police Department.

 

During 2007, the Farmington Police Department faced several internal issues that were difficult to say the least.  These included an officer that was involved in a fatal vehicle/snowmobile crash and it's aftermath, and two long time employees leaving the police department. Each of these situations had their particular issues that had to be dealt with. You handled them in a professional and compassionate manner.  Your leadership in these matters did not go unnoticed by your peers.

 

During the last quarter of the year, you handled my duties as I was absent for 5 weeks.  You also pulled patrol shifts due to the shortage of personnel to relieve the patrolmen from some of the overtime burden.  You did this while you handled your regular duties of your position as Lieutenant.  Again, your leadership qualities were observed and recognized by your peers.

 

For the reasons mentioned above, you have stood out and are the Farmington Police Department's "2007 Employee of the Year".

     During 2006, you received the distinction of Employee of the Quarter two times, once for the Spring Quarter and again in the Summer Quarter. One was for your work on obtaining a grant for COP Cards through the Bureau of Highway Safety. The second was for your work on reported gang activity in our town. 

     Throughout this time, you continued your work as our School Resource Officer and our Sexual Assault investigator. Both positions require special training and are important positions for the Farmington Police Department to provide so that people feel safe while in our town. 

     For the reasons mentioned above, you have stood out and are the Farmington Police Department's "2006 Employee of the Year".

Officer Darin Gilbert -

During 2005 you stepped up as a senior patrolman and mentored several new officers that had joined the Farmington Police Department within the last year or so.  As you know, it takes a long period of time for a new officer to learn the various aspects of law enforcement so that they are comfortable and competent to handle the multiple tasks they will perform routinely.  The mentoring by a senior officer is one valuable and meaningful way to teach inexperienced officers the proper and correct way to perform their jobs.

You also revamped our Field Training Manual the Farmington Police Department uses to orient and train newly hired officers. You modernized the manual by transitioning it to the adult learning method of teaching.  This will be valuable not only to teaching a new officer about the job but it will allow us to learn about the character of a new officer.

For the reasons mentioned above, you have stood out and are the Farmington Police Department's "2005 Employee of the Year".
